Right so... I have a novel. I've edited it thrice. This month, I WILL SUBMIT TO AGENTS AND PUBLISHERS! ENOUGH OF BEING A COWARD! (does this still count as being part of NovMo?)

Having finished and edited a novel is an amazing accomplishment! I say working on submitting to agents is a perfectly valid NovMo goal (though who knows... perhaps you could also do some writing for fun =P ). Good luck!!
