Depends on what you're writing. If it's fantasy, either make the names up or misspell common names. :) If it's a science fiction, pretty much the same thing. But if it's a realistic fiction, common names are best.

Baby name dictionary or, my personal favorite: Behindthename.com . Awesome site. Lists meanings, famous bearers, has stats, and is completely searchable.

As for SpecFic names, I tend to like coming up with languages to base my names on - but that's only really useful if you're into the intense world building. For a short cut, look up the IPA (international phonetic alphabet: a list of all the phonemes and possible phonemes in human languages) pick out a few of the pronunciations you like, and then mix and match. Gives a bit more audial consistency to the names, and if you pick different phonemes for each of your cultures or "races" it gives the illusion of a supporting language.

It is only a novel... or, in short, only some work in which the greatest powers of the mind are displayed, in which the most thorough knowledge of human nature, the happiest delineation of its varieties, the liveliest effusions of wit and humour, are conveyed to the world in the best-chosen language
